    Abstract: Various methods of allocating uplink control channels in a communication system are implemented at a resource scheduler or a user equipment (UE). In one method the scheduler reserves resources for a downlink data channel and signals a corresponding downlink data channel grant and also reserves resources for a persistent uplink control channel for a longer duration than the data channel grant. Signaling overhead associated with a grant for this persistent uplink control channel is reduced over a full dynamic grant. A predetermined rule can be used at the scheduler and at the UE to avoid overhead signaling associated with a grant for this persistent control channel. Predetermined rules at the UE and scheduler can also be used to reserve appropriate resources and select appropriate MCS levels for control information and the control information and uplink data can be transported over a common uplink channel when a time overlap occurs between an uplink data channel and the persistent control channel.

The frame may be removably placed over a mounting bracket.

The system is comprised of a one or more bridge fittings having an internal fluid passageway which has an inlet end in fluid communication with an outlet port of a first fluid component, and an outlet end in fluid communication with an inlet port of a second fluid component. The bridge fittings may additionally comprise two or more ports, which one of said ports may be in fluid communication with a manifold on another substrate level. The bridge fittings may be mounted within a channel of a backing plate for structural support or in channel blocks of varying sizes. An optional locator plate may be utilized which is mounted over the ends of the bridge fittings in order to align the inlet and outlet ports of the fluid components with the inlet and outlet ends of the bridge fittings. The bridge fittings may also be mounted to the locator plate in multiple directions forming multiple flow paths.

    Abstract: The invention is directed to a process wherein a feedstock or stream comprising steam cracker tar is passed to a vacuum pipestill. A deasphalted cut of tar is obtained as an overhead (or sidestream) and a heavy tar asphaltenic product is obtained as bottoms. In preferred embodiments, at least a portion of the bottoms product is sent to a partial oxidation unit (POX) wherein syn gas may be obtained as a product, and/or at least a portion of the bottoms product is used to produce a light product stream in a coker unit, such as coker naphtha and/or or coker gas oil. In another preferred embodiment at least a portion of the overheads product is added to refinery fuel oil pools and in yet another preferred embodiment at least a portion of the overheads product is mixed with locally combusted materials to lower soot make. Two or more of the aforementioned preferred embodiments may be combined.

    Abstract: A wireless resource monitoring system and method utilizes a network of deployed radio elements including at least one master radio, a plurality of beacons, and at least one tag. The beacons are placed at known positions. The master radio, the beacons and the tag are in wireless communication with each other. The tag is attached to the resource that is being monitored. A beacon signal is transmitted by the beacons, which includes the identity of the transmitting beacons. The tag receives the beacon signals and measures the signal strength of the beacon signals. The tag then transmits a tag signal, which includes the identity of the transmitting tag, the measured signal strengths of the beacon signals and the identity of the corresponding beacons. The location of the tag is then determined from the tag signal.
