A resilient core in the central bore defines recesses in opposing distal ends for bearing races. A shaft of a caster wheel extends through the core. A wheel lock for restraining a wheel on the wheel chair has a bottom plate with a flange extending to one side to define a recess between an accurate cavity and a mounting block. An edge of a top plate matingly engages the cavity. The top and bottom plate sandwich a frame member. A handle with a lock arm pivotally connects to the bottom plate. Patent number: 5174418Abstract: A wheelchair wheel lock system is provided that can be adapted for either pull-to-lock or push-to-lock operation. The wheel lock system includes a function plate with first and second pivot holes. An operating lever is attached to the function plate, and rotation of the lever causes rotation of the function plate and thereby moves a contact arm into engagement with the wheel of the wheelchair to lock the wheel against movement. The operation of the wheel lock system is changed between push-to-lock and pull-to-lock by adapting the function plate to rotate about either the first pivot hole or the second pivot hole.
