A soft switch (216) switches communication data in a telecommunications network. A call feature server (202) performs call control functions. At least one media gateway (206a) for providing access to telecommunications transmission facilities. A packet manager (204) coupled to both the call feature server (216) and the media gateway (206a) implements message protocol conversion and call flow setup. The packet manager (204) includes a response time estimation module (208) for preventing traffic overload of the media gateway (206a) by the call feature server (202). Message retransmission times for the soft switch (216) are processed by the response time estimation module (208) based on empirical response times from the media gateway (206a) according to a exponential smoothing function.

The arms are operated upwardly and downwardly via a pair of scissor links that are opened and closed by way of a threaded rod mounted between the mount base and a link carrier that moves forwardly to open the jaws for engaging the holes and rearwardly to close the jaws for disengaging from the coupler head. The device is designed to engage either of two pairs of the vertically disposed spaced holes. The mount base is adapted to carry signaling and monitoring equipment that is required on the last car of a railroad train.

    Abstract: A track code analyzer is disclosed that measures the duty cycle, carrier frequency, modulation frequency, and amplitude of track code signal and determines when these parameters are outside predetermined limits. The system also detects and records transient anomalies in the track code. The track code analyzer of the present invention is either mounted on a railway vehicle or used as a portable, wayside troubleshooting device. In a preferred embodiment, apparatus for processing a track code signal for indicating track conditions is provided that comprises a pickup for inductively receiving and decoding an analog track code signal. The signal is preferably received and processed by a conditioning circuit for processing the analog track code signal and transmitted to an analog-to-digital (A/D) converter for creating a digital track code signal.
