Advantageously an edge of the inner bag is folded out over a lip of the outer bag, to receive waste into the inner bag without soiling the outer bag. Optionally, the inner bag is releasably attached within an inside of the outer bag with a removable fastener such as a tin tie, hook and loop pile, or snap set.
