Exemplary embodiments comprise a VOIP proxy cluster in communication with an IP private branch exchange cluster in communication with a PSTN VOIP gateway cluster, all at a first call cluster locale. In exemplary configuration, nodes within each of the clusters mount a database node from the database cluster, and store and retrieve persistent telephony operation data within the database cluster. Embodiments employ the clustering mechanisms to separate telephony elements in a cluster to cluster topology. In exemplary usage, multiple physically separate call cluster locales are deployed for higher availability.
