Then, a film is cast from the casting composition to form a resulting water-soluble film. The water-soluble film includes 20 wt. % to 50 wt. % biodegradable polymer, 5 wt. % to 40 wt. % polyhydric alcohol, polyhydric acid, or combinations thereof, 4 wt. % to 10 wt. % emulsifier, surfactant, or combination thereof, 5 wt. % to 25 wt. % chelating agent, and 15 wt. % to 45 wt. % bulking agent, which are each based on the total weight of the water-soluble packaging film.
