When the strap assembly is in a relaxed position, the pair of governing regions include a gap between the layer of elastic fabric and the layer of non-elastic fabric. When the strap assembly is in a stretched position, the layer of non-elastic fabric governs how much the layer of elastic fabric is stretched in the pair of governing regions.
