    Abstract: A method is described that resets a first count and resets a second count if a first transmission unit is recognized as being within a new measurement time window. The first transmission unit has a size. The method also increments the first count by the first transmission unit size and by the size of each subsequent transmission unit that is received within the new measurement time window after the first transmission unit—so long as the first count does not exceed a maximum allowable value for the first count. The method also checks if a maximum value for the second count is exceeded if it is incremented by a second transmission unit size. The second transmission unit is received within the measurement time window. The check is in response to a determination that the first count would have exceeded the first count maximum allowable valuable if the first count were incremented by the second transmission unit size.

    Abstract: An information communication routing system and method for dynamically determining and utilizing available communication bandwidth is presented. Free excess bandwidth on a scheduled link is measured dynamically and free available bandwidth is dynamically distributed to a queue. In one embodiment, a bandwidth availability tracking value is utilized to measure free excess bandwidth on a scheduled link and the free excess bandwidth dynamically distributed or assigned to a queue. A first packet size (e.g., fixed packet size) is added to the bandwidth availability tracking value whenever a link is scheduled in a calendar scheduling slot. A second packet size (e.g., actual size of the packet departed) is subtracted from the bandwidth tracking value whenever information is departed from a queue. If the bandwidth tracking value exceeds a threshold value (e.g., is positive) it indicates there is excess available bandwidth and the excess available bandwidth is assigned to a queue.

Multiple virtual connections are received, each virtual connection carrying multiple cells. Finally, a packet containing the stored cells is formed, the packet to be transmitted to a destination node over a network.
