The mount is fixed relative to the outer casing; the inner sleeve is slidable longitudinally between a retracted position and an extended position such that, when in the retracted position, the inner sleeve is configured to expose the applicable material for use and, when in the extended position, the inner sleeve is configured to at least partially surround the applicable material when not in use; and the inner sleeve is manipulable by a user so as to slide the inner sleeve between the retracted position and the extended position.
