The adjustment device has a linkage element having a rigidity at least equivalent to that of the wall of the upper, which is fixed rigidly and only on both sides of a scallop to block reciprocally the edges of the latter and to ensure continuity of the upper edge of the upper, a fixing device being provided to be adjustable to vary the spacing of the scallop edges whose lower portion is located toward the base of the upper in the zone corresponding to the transition zone between the lower part of the leg and the ankle of the wearer of the boot.
