The oral adhering lozenge comprises a first, adherent layer and a second layer. The first, adherent layer includes a flavor-masking component, and the second layer includes both an active component and a flavor-masking component. In another configuration, the first, adherent layer includes both an active component and a flavor-masking component. In use, the second layer of the lozenge generally finishes dissolving and/or eroding in the mouth before the first layer finishes dissolving and/or eroding. The later eroding adherent layer will continue to release the flavor-masking component after all of the active component has been released into the mouth, thereby providing increased masking of any bitter aftertaste of the active.
