Latency in a video conference connection between more than two video conference sites is measured. The latency between each of the more than two video conference sites is compared with a latency threshold. Parameters of the video conference camera and encoder associated with each video conference site are adjusted by a video controller to modify the image quality of the video signal if the measured latency of a respective video conference connection is below the threshold.
