    Abstract: Provided is an apparatus and method for encoding and decoding a video signal. A video signal encoding apparatus may include: a reference image storage unit to store a reference image; a template motion estimation unit to estimate a motion between an input image and the reference image using a template, and to generate motion estimation information; an adaptive motion compensation unit to generate a predicted image using the motion estimation information and the reference image, to calculate a filter coefficient with respect to the predicted image using the template, and to filter the predicted image using the filter coefficient; a transformation and quantization unit to perform integer-transformation and quantization for a differential image that is a difference between the input image and the filtered predicted image; and an entropy encoding unit to entropy encode the quantized differential image and to output an image stream.

    Abstract: A server and a terminal enabling channel capacity estimation in a High-Speed Downlink Packet Access (HSDPA) network and a method of controlling the server and the terminal are provided. More particularly, when transmitting data between both terminals in an HSDPA network, a server end may transmit a packet pair of the same size and a client end may measure a time difference between the packet pair and thereby proceed filtering. Through this, it is possible to estimate the channel capacity. Therefore, it is possible to prevent data transmission from exceeding the channel capacity in the HSDPA to thereby prevent a packet loss and to effectively use a channel.

The loop-back type PON includes an OLT (optical line terminal) including a wavelength-tunable optical transmitter and a wavelength-locked optical receiver, and an RN (remote node) including an optical coupler/splitter, the optical coupler/splitter receiving optical signals from the wavelength-tunable optical transmitter and splitting the optical signals by wavelength so as to transmit the optical signals to corresponding ONTs (optical network terminals). Each of the ONTs transmits upstream data to the OLT using the same wavelength as the wavelength of the optical signal received from the OLT through the RN. Since the optical network makes use of the TDM and WDM communication schemes, the optical network can be maintained and upgraded at lower cost.
