A communications management system my include a cabinet with substantially parallel first and second surfaces. In one implementation, one of the surfaces contains a provision for attaching the cabinet to a second cabinet and a feature for passing a communications fiber from the cabinet to the second cabinet. A second communications management system includes panel for mounting optical circuits.
