The method includes cutting the periosteum region with a sharp surgical tool to create a cavity, inserting a distal end of a sleeve comprising a substantially flat pouch and an implant housed within the substantially flat pouch into the cavity, and pulling a handle extending proximally from the sleeve in a proximal direction while holding a stylet disposed with the handle in a fixed contact with the implant, thus deploying the implant inside the cavity.

The sheath has a hollow collar on the proximal end, an insertion depth mark near the distal end, and a slit on the distal end. The slit is in fluid communication with the hollow collar. The substantially rigid pusher configured to be disposed within and in slidable engagement with the sheath. The pusher has a distal end and a proximal end. The pusher has a rigid body having an outside diameter for slidably engaging with the hollow collar of the sheath, a tip on the distal end, and a lumen extending from said proximal end to said distal end of the rigid body and configured for fluid communication with a syringe and the sheath.
