The wheel is attached to the frame of a vehicle with nighttime or low light operation capability. The phosphorescence charging system directs electromagnetic radiation, such as ultraviolet light, onto phosphorescent portions of the wheel so as to cause subsequent phosphorescent emission therefrom.
