    Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) may communicate with a first network entity associated with a network energy savings (NES) cell and a second network entity associated with an anchor cell. In some examples, the UE may receive assistance information from the anchor cell including an indication of parameters for establishing communications with the NES cell. The UE may receive a first signal from the NES cell that indicates a first portion of the parameters. The first portion may be based on the assistance information. The UE may transmit a wake up signal (WUS) to the NES cell including an indication of the first portion of the parameters. The NES cell may receive the WUS and transmit a second signal including an indication of the remaining one or more parameters to the UE based on receiving the first signal.

In some examples, the NCR may receive, from a network entity via a serving cell associated with the NCR, control signaling indicating the one or more sub-bands for a channel measurement on a component carrier associated with a network-controlled forwarding. The one or more sub-bands may be at least partially non-overlapping with a frequency range associated with the serving cell. The NCR may transmit, to the network entity the channel measurement associated with the one or more sub-bands. The NCR may relay signaling over the one or more sub-bands based at least in part on transmitting the channel measurement.

The network may indicate, for a given beam, whether a user equipment (UE) is able to access the cell via the given beam. In some examples, control signaling may include a list of each beam associated with the cell and may indicate whether each beam is barred or accessible. In some examples, control signaling include a field indicating whether the particular beam on which the control signaling was transmitted is barred. In some examples, control signaling may indicate whether a cell is barred. The UE may interpret the indication of whether the cell is barred as indicating whether the beam on which the control signaling was transmitted is barred.
