    Abstract: A method, apparatus and computer program product are provided to schedule the uplink grant in a manner that efficiently utilizes uplink resources. In the context of a method from the perspective of the user equipment, an indication regarding data to be transmitted is received and a scheduling request is caused to be provided via a control channel. The scheduling request is configured to indicate a size of the data to be transmitted. In response to a grant, data may be caused to be transmitted via allocated uplink resource blocks. In the context of a method from the perspective of a base station, a scheduling request including an indication of the requested size of the uplink grant is received via a control channel. The method may cause the grant to be provided to a user equipment and, in response, may receive data from the user equipment via allocated uplink resource blocks.

    Abstract: A method of informing a user equipment about access barring includes the steps of: determining a bit set for the access barring, wherein the bit set includes at least two bits and discloses at least whether the access barring is on or off; placing at least a first bit of the bit set in a starting message, the starting message being one the following messages: a master information block message or a paging message; and transmitting the bit set in a message set via radio interface to the user equipment, the message set including at least the starting message. The starting message may disclose whether the remaining access barring information need to be read.

    Abstract: A radio access network includes user equipments configured to one of several classes, and is capable of being configured to bar access, at least temporarily, from a user equipment according to its class in order to reduce congestion, by transmitting equipment class barring data which indicates at least one class of user equipment which is to be barred. A user equipment receives signalling data including an equipment class access barring data item, and one or more additional data items indicative of loading of the radio access network. The user equipment matches its class to the equipment class barring data item, and in response to the matching, sets a barred status at the user equipment. In response to the barred status setting, the user equipment determines a delay time for an attempt to access the radio access network, based at least in part upon the one or more additional data items.
