The base station receives a random access request that is sent by the terminal based on the RACH resource allocated by using the configuration message. According to embodiments of this application, a random access latency of the terminal can be reduced.

    Abstract: Disclosed are a method and an apparatus for sending and receiving a reference signal set. The method includes: sending, by a network device, configuration information for a reference signal set; and sending, by the network device, the reference signal set based on the configuration information, where the reference signal set is associated with a PF, and in time domain, the reference signal set is after a synchronization signal burst set and before a first PO in the PF. Therefore, when a time gap between the synchronization signal burst set and a PO for a terminal device is relatively long, the terminal device may perform AGC tuning, time/frequency tracking, beam selection, and RRM measurement based on the reference signal set, to reduce wake-up times of the terminal device or reduce a wake-up duration of the terminal device, thereby reducing power consumption of the terminal device.

    Abstract: This application provides a sequence-based signal processing method and apparatus. A sequence used for sending a signal on a PUSCH is determined. The sequence is a sequence {x} including N elements, xn is an element in the sequence {xn}, and the determined sequence {xn} is a sequence satisfying a preset condition. Then, a first signal is generated and sent. By using the determined sequence, when a signal is sent on the PUSCH, relatively good sequence frequency domain flatness can be maintained, and a relatively low PAPR. value and a relatively low cross-correlation between sequences can be maintained, thereby satisfying a communications application environment in which a signal is sent on the PUSCH, especially an NR system scenario or an NR similar scenario.
