The method includes: determining a resource adjustment policy according to first status information of the cloud platform, determining a size of an intelligent sliding window (ISW) according to second status information of the cloud platform, where the ISW is used to indicate an allowed maximum page view PV of the application in a unit time; and adjusting, according to the resource adjustment policy, the quantity of resources allocated to the application, and adjusting the ISW according to the determined size of the ISW.
