The method includes: obtaining, by a base station eNB, a time resource and/or a frequency resource by contending with another eNB or another system using an unlicensed spectrum; generating, by the base station eNB, information about the time resource and/or the frequency resource according to the time resource and/or the frequency resource; and sending, by the base station eNB, the information about the time resource and/or the frequency resource to user equipment UE by using a broadcast or multicast message, so that the user equipment UE communicates with the base station eNB according to the information about the time resource and/or the frequency resource.
