    Abstract: An apparatus for processing a video signal and method thereof are disclosed. The present invention includes receiving prediction mode information, interpolating information and a residual of a current block, reconstructing an interpolating pixel using the interpolating information and a neighbor block, and reconstructing the current block using the interpolating pixel, the prediction mode information and the residual, wherein the interpolating information is generated based on a location of the current block. According to an apparatus and method for processing a video signal, high reconstruction rate can be obtained by improving the related art method having limited intra prediction modes available for a current block located on a boundary area of a picture in encoding in a manner of reconstructing and using an interpolating pixel based on interpolating information.

    Abstract: Disclosed is a polymer gel electrolyte composition. The composition includes an aqueous solution of a polysaccharide-based polymer and a liquid electrolyte in which a redox derivative is mixed with an organic solvent. The composition is easy to inject. The composition is free from problems of leakage and volatilization, thus being environmentally friendly. Further disclosed is a highly efficient dye-sensitized solar cell using the composition. The dye-sensitized solar cell is stable for a long period of time and can be readily commercialized.

    Abstract: A transducer is disclosed for detecting the AC and DC voltage difference between two nodes in an electrical circuit and electronically transmitting the measured voltage difference to an electrical system that is electrically isolated from the common mode potential of the two nodes. The voltage drop between two points in a circuit under test is determined by detecting the current flowing through a resistive shunt coil connected in parallel to the test points. Current through the resistive shunt coil is linearly proportional to the voltage difference between the test points, and it is detected by using a magnetic sensor that is separated from the shunt coil by an insulating dielectric barrier. The transducer can be packaged in a standard integrated circuit package in order to provide a small and low cost voltage transducer for test, measurement, control, and signal-isolation applications.

The tuner receives a broadcast signal of a passband including a data group. Herein, the data group comprises mobile service data, a plurality of known data sequences, and signaling data. The known sequence detector estimates an initial frequency offset and detects a position of each known data sequence based on the known data sequence having the first data pattern. The carrier recovery unit acquires an initial frequency synchronization using the initial frequency offset estimated by the known sequence detector and estimates a residual frequency offset based upon the known data sequences having the second data pattern so as to perform carrier recovery.
