The method comprises: establishing a call connection between the first communication terminal and the interconnection server, selecting an idle voice dispatch console as a service access point, transmitting a second call establishment message to the idle voice dispatch console wherein the first call establishment message corresponds to a group call initiated by the first communication terminal to a target group, establishing a call connection between the idle voice dispatch console and the interconnection server when the idle voice dispatch console receives the second call establishment message, and the idle voice dispatch console establishing a call connection to the target group through the system server to receive and transmit voice.
