The organic fluoride-aliphatic compound can be prepared and purified through even a simple process at high yield, high efficiency, and high purity, and the radiopharmaceutical can be safely prepared without damage to a synthetic apparatus.

The mobile station decrements a value of the RLF counter if the decoding fails, and increments the value of the RLF counter if the decoding is successful, and declaring the radio link failure if the value of the RLF counter is less than or equal to a specific value. A decrement size of the value of the RLF counter varies according to a received signal strength of the downlink channel.
