    Abstract: The subject invention pertains to systems and methods for cost effective evaluation of the suitability of tree growth in a planting area before planting. Factors considered include whether the water and heat conditions of the area to be planted are suitable for the growth and development of the trees to be cultivated and how long the nutrient content in the soil can support the growth of the tree. The invention provides a “plug-and-play” urban landscape tree growth predictor. By inserting a “plunger” with a specialized sensor into the area to be planted, the instrument can automatically capture environmental data to drive the tree growth model, thus quickly simulating the tree's future growth. Through this method, the future growth trend of trees can be predicted and analyzed before planting to reduce the growth risk after planting.

    Abstract: A T-breaker is an all-in-one solution for dc microgrid fault protection, power flow control, and power quality improvement. A T-breaker features a modular multilevel “T” structure with integrated energy storage devices. The two horizontal arms of the T-breaker realize fault current breaking, load voltage compensation, and power flow control; and the vertical arm of the T-breaker realizes shunt compensation. The configuration provides excellent voltage scalability and relaxes the requirements on the switching signal synchronization during fault transients. The local energy storage in sub-modules eases the fault energy dissipation requirement placed on the traditionally-adopted surge arrestors. The modular multilevel structure also offers immense control flexibility for all types of targeted functions of the provided T-breaker.

    Abstract: Server selection for improving latency with an instance of a service is disclosed. Generally, lower core latency is preferrable. Core latencies can be related to a physical distance between endpoints connected via a communication pathway, such as a first server and second server connected via network equipment. A geographic distance between endpoints can be different from a topological distance of a communication pathway between endpoints. Endpoints, e.g., servers, can be ranked based on topological distance. The ranking can be communicated to service provider equipment to enable selection of a server based on a corresponding ranking of the server. Selection of an endpoint based on topological distance can enable improved latency in comparison to selecting an endpoint based on geographical distance. Improved latency can result in an improved quality of experience for a user of a service supported by an endpoint selected based on topological distance.

    Abstract: A Node-B sends a polling message to a wireless transmit/receive unit (WTRU). The WTRU sends an uplink synchronization burst in response to the polling message without contention. The WTRU then adjusts uplink timing based on the uplink timing adjustment command. Alternatively, the Node-B may send a scheduling message for uplink synchronization to the WTRU. The WTRU may send a synchronization burst based on the scheduling message. Alternatively, the WTRU may perform contention-based uplink synchronization after receiving a synchronization request from the Node-B. The WTRU may enter an idle state instead of performing a handover to a new cell when the WTRU moves to the new cell. A discontinuous reception (DRX) interval for the WTRU may be set based on activity of the WTRU.

    Abstract: A portal frame platform comprises at least three elongate tubular legs extending vertically downward from a top above the waterline to the seabed without horizontal or diagonal bracing members in-between, and a horizontal deck with at least three circular sleeves concentrically coupled to the top of the legs supporting a wind turbine in an in-service configuration. The portal frame platform supporting the wind turbine has an installation configuration with two barges connected to opposite sides of the deck, and the legs extending vertically upward from a bottom above the waterline through the circular sleeves. A construction method includes twelve-steps for quayside assembling, sea-towing and self-installing the portal frame platform with the wind turbine and foundation piles wherein the portable frame platform is converted from the installation configuration to the in-service configuration by lowering the legs through the circular sleeves using wire and winch systems on the two barges.
