The method is performed by a gateway node and includes: receiving a first message sent by a terminal device, and sending a second message to a control plane node, where both the first message and the second message carry a temporary identifier of the terminal device; receiving a third message sent by the control plane node, where the third message is sent by the control plane node when the control plane node cannot obtain a permanent identifier of the terminal device; sending a fourth message to the terminal device based on the third message; receiving a fifth message sent by the terminal device, where the fifth message carries the permanent identifier of the terminal device; and sending the permanent identifier to the control plane node based on the fifth message.

A utility value and a relevance probability may be determined for each of the candidate responses. An intermediate ranking may be computed for each of the candidate responses based on the utility value and the relevance probability. Candidate dialogs may be formed with the top candidate response, the top two candidate responses, and so on. Additional candidate dialogs may be generated by varying a presentation format of the candidate responses. Discoverability probabilities may be associated with each of the candidate responses within a candidate dialog. A joint metric for each candidate dialog may be computed as a function of the utility value, relevance probability and discoverability probability associated with each of the candidate responses included in the candidate dialog. The highest ranked candidate dialog may be selected as the disambiguation dialog.

If a failure occurred in a first handover, the method ensures that the key derived by a source Mobility Management Entity (MME) for a second handover process of the UE is different from the key derived for the first handover process of the UE. This is done by changing input parameters used in the key derivation, so as to prevent the situation in the prior art that once the key used on one Radio Network Controller (RNC) is obtained, the keys on other RNCs can be derived accordingly, thereby enhancing the network security.
