For a communication system including at least three network devices, a port status of one of the at least three network devices is a master state, and port statuses of the other network devices are non-master states. A first network device in the communication system receives, through a first port, a first message sent by a second port and used to measure a delay, where the second port is a port of a second network device in the communication system. The first network device skips replying with a second message based on a port status of the first port being a non-master state, to prevent a 1588 function from being disabled because the second port receives a plurality of second messages.
