The method includes: transmitting indication information to UE, where the indication information is used for the UE to transmit CSI to the base station; and receiving a short PUCCH transmitted by the UE, where the short PUCCH includes the CSI. In the embodiments of the present disclosure, when needing to schedule UE, a base station may instruct the UE to report CSI by means of indication information. Since the CSI reported by the UE at this time can accurately reflect a current channel state, the base station can schedule the UE more accurately according to the current channel state.
