    Abstract: A method for coding image information includes generating prediction information by predicting information on a current coding unit, and determining whether the information on the current coding unit is the same as the prediction information. When the information on the current coding unit is the same as the prediction information, a flag indicating that the information on the current coding unit is the same as the prediction information is coded and transmitted. When the information on the current coding unit is not the same as the prediction information, a flag indicating that the information on the current coding unit is not the same as the prediction information and the information on the current coding unit are coded and transmitted.

    Abstract: The present invention relates to an apparatus and method for encoding and decoding an image by skip encoding. The image-encoding method by skip encoding, which performs intra-prediction, comprises: performing a filtering operation on the signal which is reconstructed prior to an encoding object signal in an encoding object image; using the filtered reconstructed signal to generate a prediction signal for the encoding object signal; setting the generated prediction signal as a reconstruction signal for the encoding object signal; and not encoding the residual signal which can be generated on the basis of the difference between the encoding object signal and the prediction signal, thereby performing skip encoding on the encoding object signal.

    Abstract: Embodiments of the invention are directed to SOFC with a multilayer structure comprising a porous ceramic cathode, optionally a cathodic triple phase boundary layer, a bilayer electrolyte comprising a cerium oxide comprising layer and a bismuth oxide comprising layer, an anion functional layer, and a porous ceramic anode with electrical interconnects, wherein the SOFC displays a very high power density at temperatures below 700° C. with hydrogen or hydrocarbon fuels. The low temperature conversion of chemical energy to electrical energy allows the fabrication of the fuel cells using stainless steel or other metal alloys rather than ceramic conductive oxides as the interconnects.

In the enclosure, the hybrid fan-out cable is branched out into plural individual sub-part cable components, and each of the sub-part cable components is drawn out through one of the through-holes of the gasket to the outside. The gasket is formed from an elastic material which forms a tight seal between the inner peripheral surface of the enclosure and with the outer peripheral surface of each of the sub-part cable components to seal the other end of the enclosure.

The solid oxide fuel cell includes an electrolyte film sheet, a cathode, and an anode, and the anode includes a catalyst active layer sheet for inducing a reforming reaction of the supplied fuel. The catalyst active layer sheet is formed by a tape casting method using a plurality of pieces of slurry having different catalyst contents, and the catalyst content within the catalyst active layer sheet is gradually changed in a flow direction of the fuel. In the solid oxide fuel cell, a temperature deviation of a unit cell is minimized by uniformly reforming the fuel in the flow direction of the fuel, thereby improving mechanical and chemical durability.
