The wireless communication device considers the maximum response time for the connection setup indicated by a serving cell and compare to the maximum response (i.e. waiting) time for the connection setup indicated by a neighbour cell. A long maximum response time may indicate a cell with high load. If the maximum response time indicated by a neighbour cell is significantly lower, the wireless communication device may either reselect and request RRC connection from this neighbour cell instead or reduce the time to wait for a response from the serving cell and reselect to the neighbour cell if there is no response from the serving cell within the reduced time.

The change in MCC indicates the user had crossed a political border, and the spectrum allocated for wireless communication may be different. In one embodiment, the mobile UE stores the current MCC. Upon obtaining an updated MCC, it is compared to the stored MCC. If the updated MCC is different from the stored MCC, the full frequency search is initiated. To prevent excessive searching, with concomitant power consumption, while traveling near a border, the UE waits a predetermined duration after an MCC-initiated full scan before conducting a subsequent full scan, even if the MCC changes within that duration.

    Abstract: By employing an intelligent search order, a user equipment in a mobile communication system can shorten the time needed to find a cell/public land mobile network. After a first cell has been found, the equipment can determine which frequencies it will be worthwhile to search when another search is needed for a second cell. The equipment can thus avoid wasting time searching for cells in frequencies of a radio access technology that may not be valid when cells can be found in a most recently used group of frequencies of another radio access technology.
