Said plunger rod being axially collapsible between an initial extended configuration and a final retracted configuration. The feeding mechanism has a bar extending at least partially along the drive roller. When the bar is pushed from a start position to rotate about the pivot axis, the drive roller and the roll are caused to rotate. A tension limiting mechanism directs a retaining force against the cutter actuator to resist longitudinal displacement thereof relative to the barrel. The retaining force may be controlled to limit the tension produced in a cable tie prior to severing the strap thereof.
