    Abstract: An apparatus and system of adjusting network slice subnet instance (NSSI) resources in an open-radio access network (O-RAN) are described. The non-real time RAN Intelligent Controller (Non-RT RIC) framework of a Service Management and Orchestration (SMO), receives measurements from E2 nodes of a NSSI. The measurements are forwarded to an rApp in the SMO, which uses the measurements to determine whether one or more actions are to be executed to update NSSI resources on the E2 nodes based on an NSSI optimization model. The Non-RT RIC framework sends a modify Managed Object Instance (MOI) operation to the E2 nodes to adjust the NSSI resources.

The method includes: decoding one or more requests from a MRO management function sent on a service-based layer of the D-SON, the one or more requests indicating attributes to be set by the gNB, the attributes including MRO targets, ranges of handover parameters, and a control parameter to enable or disable the MRO function; based on the one or more requests, setting the targets and the ranges of handover parameters for the MRO function, and enabling the MRO function; and in response to a determination that a MRO performance does not meet the targets, performing updates on the attributes to optimize the MRO performance.

The NSMF determines that a new NSI is to be created rather than using an existing NSI and that the new NSI is to contain a NSSI (RAN) and a NSSI (CN). The NSMF communicates with a NSSMF (RAN) and NSSMF (CN) to create the new NSI. The new NSI includes an O-CU-CP, O-CU-UP and O-DU VNFs, and an O-RU PNF for the NSSI (RAN), and UPF, AMF, and SMF VNFs for the NSSI (CN).

A user plane function (UPF) latency associated with communication of the IP packet between the RAN and a UPF within the 5G network is determined. A DN latency associated with communication of the IP packet between the UPF and the DN is determined. An E2E performance measurement calculation is performed to determine an E2E latency associated with communicating the IP packet between the UE and the DN based on the RAN latency, the UPF latency, and the DN latency.
