Since the shielding is applied only the front of the phone the microwave signals directed out the sides and back of the phone connect and communicated unobstructed to the cell phone towers.

The rate limit can be a limit on a number of e-mails per unit of time from the source that will be forwarded from the firewall or router to the mail server.
