The transmission of the first and second directional signals uses a single broadcast television license. The device can include a plurality of antennas mounted to a broadcast tower and a plurality of transmitters coupled individually to a different one of the antennas, each antenna and transmitter adapted to broadcast a directional signal using a single digital broadcast license.
