    Abstract: A dissolvable pad for delivery of a solution to a surface includes a water soluble substrate, and a solution retained in or on said water soluble substrate and available for use without activation by water. The water soluble substrate is soluble in water so as to be safely disposable into public water systems by exposing it to water after the solution therein has been desirably employed. Because the solution in the water soluble substrate is available for use without exposing the substrate to water, the substrate may function as an applicator, and, in some embodiments, as a scrubbing substrate as well.
