    Abstract: Both a system and method are provided for dynamically balancing a maximum number of active remote device users that can be serviced between first and second base stations transmitting data frames in a radio communication system when the carriers of the first and second base stations operate at different radio frequency bandwidths X and Y respectively, and Y is substantially larger than X. The system includes a system control circuit that controls the number of subchannels in the uplink control channel region of the data frames transmitted by the first base station, and a traffic monitoring circuit that monitors both an uplink load and a number of active wireless device users within broadcast coverage of said first base station. The system control circuit dynamically increases the radio resources in the uplink control channel region of the frames transmitted by the first base station.

    Abstract: A mobile communication device wirelessly transfers user communications to a first wireless base station. The mobile communication device determines a first metric based on a load indicator for the first base station. The mobile communication device identifies a second wireless base station and determines a second metric based on a load indicator for the second base station. If the second metric is superior to the first metric, the mobile communication device determines if the second base station has sufficient performance characteristics for communication with the device. If the performance is sufficient, the mobile communication device initiates a hand-off from the first base station to the second base station. The mobile communication device may use additional factors to determine the first and second metrics.

In response to the hand-off, the mobile communication device stops the wireless transfer of the user communications to the first wireless base station and wirelessly transfers additional user communications to the second wireless base station.
