    Abstract: The present invention relates to an apparatus and method for encoding and decoding an image by skip encoding. The image-encoding method by skip encoding, which performs intra-prediction, comprises: performing a filtering operation on the signal which is reconstructed prior to an encoding object signal in an encoding object image; using the filtered reconstructed signal to generate a prediction signal for the encoding object signal; setting the generated prediction signal as a reconstruction signal for the encoding object signal; and not encoding the residual signal which can be generated on the basis of the difference between the encoding object signal and the prediction signal, thereby performing skip encoding on the encoding object signal.

The photoconductive layer is charged to positive or negative potential and a selective area of the organic photoconductive layer is exposed to light radiated from an exposure device, such that the potential can be left on the unexposed area, where the black matrix will be deposited, of the organic photoconductive layer. Then, As novel steps, deposition of the conductive black matrix is achieved according to the following steps. First, a conductive black matrix material is charged having the opposite potential to that left on the unexposed area of the organic photoconductive layer.

The plotoconductive layer is charged to a positive or negative potential and a selective area of the organic photoconductive layer is exposed to light radiated from an exposure device, such that the potential can be left on the unexposed area where the black matrix will be deposited.     Abstract: An apparatus for exposing a color cathode ray tube includes a light source producing light for exposing parts of the color cathode ray tube during manufacture of the tube. A slit disposed near the light source permits adjustment of the size of an exposure pattern produced by light from the light source and passing through the slit. The light source is mounted on a support that is moved in each of two orthogonal directions. The support may be driven by a cam assembly. The apparatus produces a cathode ray tube including dots of phosphor producing particular colors in response to an incident electron beam, the dots having improved circularity and boundary definition. The apparatus can also be employed to produce a cathode ray tube with a linear stripe pattern by moving the light source in only one direction during the exposure process.

    Abstract: A light fixing layer is deposited on the panel during the screening process of a panel. The light fixing layer can be softened when it is subjected to light so as to allow the phosphor layers to be fixed on the panel. That is, the light fixing layer shows adhesive characteristics when subjected to light. Therefore, after developing all phosphor layers on the panel, when the light is radiated to the light fixing layer, the light fixing layer is softened, thereby fixing the phosphor layers.
