Abstract: Methods and apparatuses are provided for adjusting a transmit power at a first electronic device. A first Transmit Power Control (TPC) request message, including power mode information of the first electronic device, is transmitted from the first electronic device to a second electronic device. The first electronic device receives a first TPC report message, including power mode information of the second electronic device, transmit power information of the second electronic device, and link margin information for the first electronic device, from the second electronic device. The first electronic device adjusts the transmit power according to the power mode information of the second electronic device, using the transmit power information and the link margin information included in the first TPC report message.

Abstract: A neighbor discovery method and apparatus for performing network-transparent neighbor discovery in a heterogeneous network environment is provided. A neighbor discovery method for a multi-mode mobile node includes determining a type of a network, with which a mobile node is in communication, in response to a detection of a request for sending a neighbor solicitation message, retrieving, if the network type identifies a self-processing network, information about the network from a database, determining whether a tentative address contained in the neighbor solicitation message is already in use by another node with reference to the information about the network, and generating, when the tentative address is already in use, a neighbor advertisement message.

Abstract: Improving a transmission latency of a Transmission Control Protocol (TCP) is provided. The apparatus includes a communicator transmitting a message for measuring power of a transmission signal to a radio access station (RAS) and receiving a response message corresponding to the message from the RAS; a TCP manager instructed by a controller to check and store a round trip time (RTT) required for receiving an acknowledgement (ACK) corresponding to data, which is transmitted from the portable terminal to the RAS; and the controller instructing the TCP manager to measure the RTT for measuring a retransmission timeout (RTO).

Abstract: An apparatus and method for enhanced heterogeneous network handover using a media independent handover scheme is provided. A heterogeneous network handover method of the present invention includes generating, at a mobile node, self-location information, transmitting the self-location information to a management server which manages heterogeneous networks, searching, at the management server, surrounding networks using the self-location information, composing a set of candidate networks including at least one of the surrounding networks, transmitting information on the set of candidate networks to mobile node and deciding, at the mobile node, a target handover network among the candidate networks. Accordingly, latency during handover in a heterogeneous network can be reduced.

Abstract: Provided is a method for performing a handover of a subscriber station having a Digital Multimedia Broadcasting (DMB) wireless communication interface and a plurality of wireless communication interfaces for a plurality of mobile communication systems. In method, wireless communication with one of the mobile communication systems is performed using the corresponding wireless communication interface. Network information for a handover to the mobile communication systems is obtained from a DMB channel during the performing of the wireless communication. If the wireless communication with one of the mobile communication systems is impossible, the network information is analyzed to select the best mobile communication system as a handover target.
