Subsequent to a determination of the minimum control channel coding rate, transmission is caused toward all user equipment in the cell of the messages having the message type using the determined minimum control channel coding rate for the control channel. Methods, apparatus, computer programs, and program products are disclosed. The methods may be performed by a base station, self-organizing network server, or other apparatus.

    Abstract: A mobility limiting system is provided which maintains the position of an individual or object. This device comprises a pad attached to a support surface and a vest worn by an individual or affixed to an object. The pad front and vest back are comprised of hook and loop material which bind to each other and secure the individual or object in place. The pad is secured to a support surface using straps. The vest closed with hook and loop will hold in a semi-fixed position until a purposeful movement releases the hold. The device uses an adhesive material to attach the individual or object to a stationary object thus limiting the mobility while maintaining it orientation. The device may also use tabs in place of the vest front panels which fold over the shoulders and around the torso to secure the individual or object similar to a vest.

The leads are attached to the end caps with glass-ceramic sealing frits. The end caps and sealing frits seal a suitable gas inside the envelope.

    Abstract: Water-saving device for flush toilets comprises a bracket which can be mounted on the exterior of a toilet water tank directly behind the flush handle on the front wall of the water tank. The device comprises a bracket body, having a lever pivotally secured thereto, one end of the pivot lever has a vertically adjustable set screw which can be moved up or down to engage the end portion of the flush handle, designed to limit the flush handle to a predetermined amount of downward travel in the short flush mode, whereby allowing a smaller selected amount of water to be dispensed when the flush handle is held down for a predetermined time before releasing it. In the full flush mode the pivot lever is manually moved counter-clockwise and away from the normal path of the flush handle to allow the entire content of the water tank to empty into the toilet bowl.
