    Abstract: An internet protocol (IP) quality of service (QoS) apparatus in which individual downlink IP data streams of varying priority and bandwidth are converted to uniformly sized cells, prioritized, and aggregated at a data rate corresponding to a limited bandwidth uplink. The cells are returned to their native format for transmission over the limited bandwidth uplink in an uplink direction and similarly process in a downlink direction.
