The apparatus includes an electrode, and a dielectric member having a first surface situated opposite the electrode for providing a volume therebetween in which a sample of the liquid may be placed. A fixed bias voltage applied to the electrode to produce an electrical current flow through the liquid solution and the dielectric member. A device coupled to the dielectric member, measures the electrical current as a function of time to provide a measure of voltage decay across the liquid solution.
