One example of the fastener of the present invention includes a base, a support post, at least one gusset, and a cap. The base has an upper face and a substantially flat lower face. The support post is connected to the upper face of the base, and projects therefrom. The at least one gusset is connected to the support post. The cap has an outer face and an inner face, where the inner face of the cap is connected to the support post. The cap is disposed substantially parallel to the base, and extends over a portion of the at least one gusset. The cap is spaced from the base.

The second end of the strap is extendable through the strap passage to provide locking engagement between the strap and the strap passage. When the strap is drawn through the strap passage, a loop is formed for supporting the article. The device also includes a base positioned between the first end and the second end of the strap. The base includes a surface adapted for fastening the base to the substrate.
