    Abstract: A method for sending and receiving a HARQ-ACK message is provided. The method includes: A terminal device selects a first PUCCH resource from at least one first PUCCH resource set based on a first time subunit. The first time subunit is a time subunit in which the HARQ-ACK message is located. The first PUCCH resource is a PUCCH resource in the first time subunit. The at least one first PUCCH resource set is configured by a network device for the terminal device based on a time unit. The terminal device sends the HARQ-ACK message to the network device based on the first PUCCH resource.
