The chip is provided inside a housing, at least one heat pipe is provided inside the housing and a heat exchanger penetrates through the housing. One end of the heat exchanger is connected to the heat pipe, and the other end of the heat exchanger is connected to an external circulation water path provided with a valve. The waste heat recovery method includes: acquiring a temperature of the heat pipe, a temperature of coolant in the external circulation water path, and an ambient temperature, and when the ambient temperature satisfies a preset temperature and the temperature of the heat pipe is greater than the temperature of the coolant in the external circulation water path, controlling the valve to open.
