The cover plate includes an outwardly extending flange at the air inlet. The reinforcement ring has a flange fitted around the flange of the cover plate. Each blade has cover plate mounting portions and base plate mounting portions. The cover plate has blade mounting holes engaged with the cover plate mounting portions. The base plate has blade mounting holes engaged with the base plate mounting portions. The reinforcement ring increases the strength of the cover plate, to avoid breakage under high speed rotation.
