The invention provides a novel combination of molecules that mediates the inter-cellular communication: the miRNAs secreted by cells through cellular MVs. Meanwhile, the present invention also provides a method for preparing cellular MVs entrapping certain miRNAs, and, according to the regulation and modification of gene expression in cells and tissues with the miRNA-entrapping cellular MVs, provides a novel method for modulating miRNA content in living beings, which is effective and adoptable to all cell types.
