    Abstract: In order to carry out power control and modulation coding control more appropriately, a communication system includes: a division unit that divides a frequency band assigned to wireless communication which is carried out between first communication equipment and second communication equipment, and generates a partial band that is generated by the division; a path loss derivation unit that derives a propagation loss, which relates to the communication, in at least one of the partial bands; a control information derivation unit that derives control information from the propagation loss; and a control unit that carries out transmission power control and/or modulation coding control based on the control information.
