Abstract: A communication method and apparatus are provided. The method includes: A terminal device sends first information indicating a preference value of a first parameter. The terminal device starts a first time which is used to prohibit a terminal device from reporting preference information and starts or restarts a second timer which is used to prohibit the terminal device from canceling a preference. The terminal device sends second information if it is determined to cancel the preference value of the first parameter and the second timer is not running, wherein the second information is used to cancel the preference value of the first parameter. In this way, the network device can configure, in a timely manner based on the second information, a parameter that matches a current service requirement, thereby improving user experience.

The delay information indicates a packet delay budget that data transmission is to meet, the first packet delay budget is a packet delay budget that is to be met in response to data being transmitted on the sidelink, and the sidelink is a link for transmitting data between the first terminal device and a second terminal device.

Abstract: A re-establishment method includes: If a link failure occurs in a handover procedure of a terminal device, the terminal device releases configuration information used in a source cell. The terminal device further determines a re-establishment request message based on configuration information used in the target cell, and sends the re-establishment request message in a re-establishment cell. A method for selecting a re-establishment cell and releasing configuration information when a link failure occurs in a dual active protocol stack (DAPS) handover procedure of the terminal device reduces memory consumption of the terminal device.
