The apparatus includes an ammonification and denitrification region having a substantially anaerobic environment, a nitrification region having a substantially aerobic environment, and an effluent drainage region. Effluent circulates through the ammonification and denitrification region and the nitrification region to convert organic nitrogen-containing compounds in waste water to nitrogen gas and carbon dioxide.
