    Abstract: The embodiments of the present disclosure disclose a small data transmission method and a related device and system. The method may include: broadcasting, by a base station, a paging message, where the paging message carries UE identifiers of a plurality of to-be-paged user equipment UE and small data sent to at least one of the to-be-paged UEs, and the small data is data whose data volume is less than a preset data volume threshold. In the present disclosure, small data may be sent to to-be-paged UE while the base station pages the UE, to reduce signaling and time overheads for sending the small data and improving communication efficiency.

    Abstract: Embodiments of the present invention relate to communications technologies, and provide a data transmission method and an apparatus. The method includes: sending, by a base station, a grouping instruction to a target terminal, where the grouping instruction is used to group, in a preset grouping manner, terminals in a cell in which the target terminal is located into N groups, totally or partially different resources are allocated to terminals in different groups of the N groups, and a resource corresponding to an ith group of the N groups is used by a terminal in the ith group in uplink non-scheduled transmission; and receiving data that is sent by the target terminal using a target resource. In the solutions, terminals in a cell are grouped, and terminals in a same group contend for a resource allocated to the group. This mitigates resource collision when an uplink non-scheduled transmission solution is used.

    Abstract: A time synchronization method, and device are described. The method includes determining a target base station from neighboring base stations of a source base station; determining, based on a preset handover condition and from first user equipments (UEs) connected to the source base station, a to-be-handed-over UE that needs to be handed over to the target base station; triggering the to-be-handed-over UE to be handed over from the source base station to the target base station; and performing time synchronization with the target base station in a handover process of the to-be-handed-over UE. The to-be-handed-over UE is triggered to be handed over to the pre-determined target base station. This implements time synchronization with the target base station, resolves relatively low flexibility of time synchronization between base stations in a related technology, and improves flexibility of time synchronization between the source base station and the target base station.

In the data transmission method, a base station determines a transmission policy, where the transmission policy is used for contention-based uplink data transmission or non-contention based uplink data transmission; and sends the transmission policy to a terminal. The terminal receives the transmission policy sent by the base station, and sends uplink data to the base station based on the transmission policy. With a solution in this application, the base station can determine an appropriate transmission policy based on a network status, and send the transmission policy to the terminal, and the terminal can use, based on the transmission policy, an appropriate transmission mode to send uplink data to the base station, so that transmission efficiency is improved.

    Abstract: Embodiments of the present disclosure provide a resource allocation information indication method, a base station, a user equipment, and a system. In technical solutions of the embodiments in accordance with the present disclosure, a base station generates and sends downlink control information that includes public resource allocation indication information to a UE, and the public resource allocation indication information is used to indicate resources allocated to multiple UEs. The UE obtains information about allocated resources according to the public resource allocation indication information. Therefore, a quantity of resources occupied by a resource allocation indicator is reduced, a quantity of resources occupied by entire DCI is reduced, and system signaling overheads are reduced. Particularly, when the method is applied to a short-subframe service scenario, signaling overheads are further reduced and system performance is improved.

    Abstract: The present disclosure provides an uplink data packet transmission method. The method includes: determining, by a terminal device, a CP length of a first uplink data frame; if the terminal device is in a state of out of uplink synchronization with a base station and in an RRC connected state, or is in an RRC idle state, generating the first uplink data frame for an uplink data packet according to the CP length and sending the first uplink data frame to the base station. The CP length is greater than a CP length of an uplink data frame sent by a terminal device that is in a state of uplink synchronization and in an RRC connected state. Therefore, signaling procedures such as random access and uplink synchronization can be omitted, so that the terminal device can directly send the uplink data packet by performing signaling exchange once.
